WindEurope’s answer to the public consultation on the Clean Industrial Deal State Aid Framework (CISAF)
WindEurope welcomes the new CISAF, in the continuity of the Temporary Crisis and Transition Framework (TCTF) of 2023. The TCTF has proven to be very effective, notably for the approval of revenue stabilisation mechanisms for the development of wind. The CISAF sets the right direction, with dedicated sections covering renewable deployment, industrial decarbonisation, non-fossil flexibility and support to clean tech manufacturing. But it does not always strike the right level of ambition. Some provisions are too restrictive to effectively incentivise practices that would be beneficial for meeting our EU energy and climate targets.
