PO045: Offshore wind policies and local content: what can we learn from the UK's experience

Abstract

One of the key areas of emphasis for the UK offshore wind sector is the growth of the UK supply chain, with the 2019 Offshore Wind Sector Deal targeting 60% local content in new projects and UK employment of 27,000 jobs by 2030. This research looks at the development of UK energy policy relating to offshore wind, with a focus on how policy can stimulate the development of the local supply chain and maximise the economic benefits to the UK. Mechanisms such as the provision of a Supply Chain Development Statement (SCDS) from bidders in the recent ScotWind leasing round and the requirement to submit a Supply Chain Plan (SCP) when applying for funding through the UK Contracts for Difference (CfD) auctions, are intended to evidence a pipeline of projects which could stimulate the development of a local supply chain, by providing a clear picture of the level of business which could be expected in the coming years. Through a comprehensive review of policy interventions to date and an assessment of the targets and requirements currently in place, we undertake a qualitative analysis on the likelihood of the UK offshore wind industry meeting these goals. This work presents a novel assessment showing that the policy backdrop is crucial in incentivising investment in local content by offshore wind developers.
