PO116: 1. wind energy forecasting industry guideline: IEA wind recommended practice for the implementation of renewable energy forecasting solutions

Abstract

While every forecasting solution contains customized processes and practices, there are a number of attributes and components that are common to all forecasting solutions. For any industry, it is important to establish standards and recommended best practices in order to streamline processes, but also to ensure security of supply with a healthy competition structure. The IEA Wind Task 36 "Wind Energy Forecasting" has started to develop, and and it's successor, Task 51 "Forecasting for the weather-driven Energy System" has taken up the challenge of finalising a pre-standard recommended practice guideline for the forecasting of renewable energy generation in order to hamonise a globally growing industry and number of users requiring forecasts for the variable generation from wind and solar farms. The IEA Wind Recommended Practice for the Implementation of Renewable Energy Forecasting Solutions (IEA-RP) is the first attempt to provide recommendations to the industry developed by a team of internationally active experts for implementation of wind and solar forecasting on a global basis. We will present an overview of the IEA-RP [Möhrlen et al. 2022] and a number of real-world examples that apply the principles in the guideline. The examples include optimization of the process of selecting a customized forecasting solution, the development of grid code requirements for the gathering of meteorological measurement data, how to qualify an instrument (a SODAR) for use in a forecasting application and how to properly evaluate a probabilistic forecast application (a ramping reserve forecast) according to the recommendations.
