A word from the CEO
Dear WindEurope member,
Next week from 20-22 March we’ll be meeting in Bilbao for the WindEurope Annual Event. We’re expecting over 12,000 people. Over 500 companies are exhibiting. And 14 Government Ministers are coming
The theme is “our wind, our value”. We want to highlight the value that wind energy brings to people: for their energy security, national security, the benefits to local communities, the jobs and investments and how wind supports nature and biodiversity. And how wind contributes to Europe’s values. The full conference programme is here.
The exhibition will be showcasing all the latest technology developments. And it’ll have a dedicated Startup Pavilion, a Markets Theatre looking at developments in different countries – and a Powering the Future Stage focusing on electrification, hydrogen and other developments on the demand side. And there’ll be plenty of networking opportunities at the social and side events onsite and across Bilbao, starting with the WindEurope Members Reception on Tuesday 19 March.
We’re conscious many of you have had difficulties finding flights and accommodation. There are going to be more of us than there are hotel rooms in Bilbao. We’ve secured extra accommodation in nearby Vitoria exclusively for Members and will be laying on shuttle buses there. We’ve also arranged a number of charter flights to Bilbao. We’ve just published the 2023 annual statistics for wind in Europe and an outlook for annual installations broken down by country over 2024-30. You can read it here. The EU installed a record 16.2 GW of new capacity last year – 79% of which was onshore. For Europe as a whole, the figure was 18.3 GW. And wind made up 19% of final electricity consumption – and it’s over 20% in 8 countries now.
For 2024-30 we expect annual installations to average 29 GW in the EU. The increase compared to what we’re currently installing reflects:
- improvements in permitting, thanks in part to the new EU rules. Germany and Spain permitted 70% more onshore wind last year than in 2022, with Germany permitting 7.5 GW;
- a rebound in investments. Final investment decisions in wind were more than double what they were in 2022, with €30bn in offshore alone; and
- an increase in auction volumes. Governments awarded 26 GW of new capacity in their auctions last year, 50/50 onshore and offshore.
These trends reflect strong Government ambition for the build-out of wind, and the new commitment Governments made last year to strengthen our industry with the EU Wind Power Package and European Wind Charter.
At the same time, our supply chain is returning to profitability and new factories are being built, notably in the offshore wind value chain. The average 29 GW of new build a year would bring us to 393 GW installed capacity in the EU by 2030, within reach of the EU target of 425 GW.
But there is one big proviso – the build-out of the grid. Hundreds of GW of wind farms are still waiting for their grid connection permit. The EU recognises the problem and has published a Grid Action Plan to tackle it. It calls for anticipatory grid investment, better top-down planning and a more proactive approach to grid connection queues, now prioritising mature projects rather than adopting an outdated ‘first come first served’ approach. Europe needs to invest more in ports and other transport infrastructure to facilitate accelerated wind deployment.

Wind energy in Europe: 2023 Statistics and the outlook for 2024-2030
Europe installed 18.3 GW of new wind power capacity in 2023. The EU-27 installed 16.2 GW of this, a record amount but only half of what it should be building to meet its 2030 climate and energy targets.
79% of the new wind capacity built in Europe last year was onshore. The volume of new offshore installations is growing – last year it was a record 3.8 GW in Europe. But two-thirds of the new wind installations up to 2030 will continue to be onshore.
We expect Europe to install 260 GW of new wind power capacity over 2024-2030. The EU-27 should install 200 GW of this – 29 GW a year on average. To meet its 2030 climate and
energy targets the EU now needs to build 33 GW a year on average. We therefore expect the EU to fall around 30 GW short of its 425 GW ambition needed to meet the 42.5% renewable energy target.

WindEurope Annual Event 2024 – See you next week!
The countdown is on to our biggest gathering of the year – our Annual Event from 20-22 March in Bilbao! There’ll be 12,000+ people and 500+ exhibitors from across the value chain. Dozens of conference sessions with hundreds of speakers looking at the value creation we bring for Europe. And your pick of social and side events – a chance to mingle with old colleagues and reach out to new ones. It’s all gearing up to be a memorable week – and we hope you can join us too!
We know it’s proving challenging for many of you to find flights and secure your accommodation. To try and help, we’ve arranged some additional flights and hotel rooms.
We’ve secured three additional direct flights to Bilbao on Tuesday 19 March, from Brussels, Hamburg and Madrid. You can book these flights through this link. They are outward bound single-journey flights only. All the tickets are standard economy class (at reasonable prices) and include a checked item of luggage and a cabin bag.
Now hotels – as you might have heard, the hotels in Bilbao itself are at full capacity. But we’ve secured a number of hotel rooms in Vitoria. It’s 50 minutes’ drive away, and we’re arranging a shuttle bus service to and from Vitoria over the 3 event days. If you would like to take up these rooms in Vitoria, you can do so here.
Finally a word on a special guest at Bilbao – the European Investment Bank. They’ll have a dedicated Business Lounge onsite in Hall 3 for the first time and are very keen to engage both with developers and the supply chain on projects they could support. Technology Workshop 2024
WindEurope’s Technology Workshop is back from 10-11 June! 400+ technical experts from across the value chain will be meeting in Dublin to discuss the latest in resource assessment, analysis of wind farm operations, AI and beyond.
The conference programme is nearly ready and will be uploaded later this month. We’ll be opening registrations in a few weeks as well – so stayed tuned!

The 2024 RE-Source Event will take place later this year from 24-25 October in Amsterdam. Since our first event in 2017, RE-Source has become a key annual gathering in the renewables calendar. It is the ideal place to meet renewable corporate buyers and sellers.
