Therefore, they may differ from actual employment figures by country.

Figures by job type and project phase have been estimated using information provided by QBIS Consulting with input from our Members.

How to interpret the Workforce Tool

Key caveat

Jobs shown by country represent the workforce required to deliver that country's wind energy installations based on projected activity – not the actual location of employment.

As a result:

  • Countries with large manufacturing bases relative to installations are underestimated.
  • Countries with smaller manufacturing bases relative to installations are overestimated.

Additional important caveats:

  • Results are based on WindEurope installation outlooks to 2030, not policy targets.
  • The model assumes efficiency gains over time (e.g. larger turbines and projects).
  • Supply chain localisation is not yet modelled.
  • Post 2030 projections reflect installation rates required to meet 2050 targets.

How to interpret the results

The tool shows both:

  • Cumulative jobs (total workforce)
  • Evolution over time (how workforce changes year by year)

Jobs are allocated across the wind farm lifecycle: - Development & project management, manufacturing and installation roles are linked to future installations. - Operations & maintenance (O&M) roles are linked to the existing installed fleet. - Decommissioning roles are allocated based on project activity over time.

Results are highly granular:

  • Over 500 job types, mapped to ISCO and SOC occupation codes.

Methodology

  • Direct employment is based on Deloitte analysis of company accounts and sector data across the wind value chain.
  • Indirect employment is estimated using country-specific input-output models developed by QBIS Consulting.

Data and modelling approach

Current employment data:

  • Developed by Deloitte using:
    • Company financial statements across the wind value chain.
    • Industry surveys and stakeholder interviews.
    • Public data sources including Eurostat, IEA, IMF, WindEurope and others.
    • Further details can be found in WindEurope's 2020 report: Wind energy and economic recovery in Europe.

Job intensity assumptions:

  • QBIS Consulting estimated hours per MW / per project by job type, based on industry input, modelling and previous studies.

Translation into jobs:

  • Labour requirements are mapped onto project timelines using development and installation assumptions.
  • Results are calibrated to observed employment levels.

Future employment projections:

  • Derived from WindEurope's installation outlooks, combined with job intensity assumptions.
