Overview
This paper presents WindEurope’s response to the European Commission’s public consultation on the Circular Economy Act. WindEurope welcomes the Act’s ambition to create a Single Market for secondary raw materials and position Europe as a global leader in circular industries. The paper highlights the sector’s commitment to sustainable end-of-life solutions, including the reuse, repurposing, recycling, or recovery of 100% of decommissioned blades. It also emphasizes the industry’s voluntary commitment to stop landfilling decommissioned blades as of 2026 and calls on the EU to enshrine this commitment in legislation, establish dedicated waste codes for composites and permanent magnets, facilitate cross-border shipments for recycling, and ensure consistent enforcement across Member States. Together, these measures aim to unlock investment, scale recycling solutions, and strengthen Europe’s industrial resilience and sustainability.
