PO277: Building bridges for sustainable decommissioning: Collaborative efforts in Belgium's offshore wind sector

Abstract

As a global leader in wind farm installation and maintenance, Belgium is now faced with the challenge of decommissioning its first-generation offshore wind turbines. POM West-Flanders is committed to addressing the multifaceted challenges associated with the decommissioning process and establishing a sustainable value chain. By fostering collaboration among government entities, industry stakeholders, and knowledge institutions, POM West-Flanders endeavors to facilitate progress in tackling this complex undertaking. Through a series of strategic initiatives, the consortium aims to consolidate existing knowledge, cultivate an expertise platform, and formulate a comprehensive and supported decommissioning plan tailored to the Belgian context. The efforts of POM West-Flanders encompass a wide array of activities and considerations. Extensive research and knowledge sharing are pursued to consolidate existing expertise, providing a solid foundation for decision-making and action. Legislative frameworks, environmental impact assessments, logistical considerations, and cost efficiency analyses are undertaken to feed the development of the decommissioning plan. Furthermore, the consortium explores innovative processing solutions for the dismantled wind turbine components. In parallel, POM West-Flanders is committed to fostering societal acceptance by actively engaging with local communities and addressing concerns, ensuring transparency and inclusivity throughout the decommissioning process. The outcomes of POM West-Flanders' initiatives are aimed to be transformative for the industry and relevant stakeholders. The supported Belgian decommissioning plan will serve as a guiding framework, offering practical strategies and guidelines to navigate the intricate process effectively. By factoring in legislative requirements, environmental considerations, logistics, processing solutions, and cost efficiency, the plan will provide a robust blueprint for sustainable decommissioning operations in Belgium.
