PO475: A scenario-based approach to offshore wind decommissioning in Belgium using a 3D visualisation tool

Abstract

Belgium is among the frontrunners in offshore wind development — and now also in preparing for its decommissioning. Through a dedicated collaboration with several experts from knowledge institutions and the industry, we are developing a shared and holistic vision for the dismantling of offshore wind turbines. We explore multiple decommissioning scenarios, assessing each for technical feasibility, cost, ecological impact (including biodiversity), material recovery rate, and legal constraints. These scenarios are integrated into an interactive 3D visualisation platform — the DecomExplorer — which allows stakeholders to simulate and compare decommissioning strategies of offshore wind farms in the Belgian part of the North Sea. Users can modify scenarios and instantly see their impact on cost, environmental footprint, and feasibility. The tool is designed to support collaborative workshops for the industry and policymaking, enabling informed, transparent decision-making. By combining scenario planning with a high level of interactivity and visual immersion, this initiative contributes to building a circular, nature-inclusive and economically viable end-of-life strategy for offshore wind.
