PO390: Offshore wind prospection: leveraging industry experience for the development of a fit-for-purpose, open-source GIS tool

Abstract
From the perspective of offshore wind operators, promoters, as well as engineering, procurement and construction companies, a critical factor for any successful project lies long before the design stage, in prospecting viable offshore wind business opportunities from a technical, economic, environmental, and societal standpoint. In recent years, a growing number of offshore wind farms have been erected in Europe (WindEurope, 2024). As this trend continues and locations with suitable resources for offshore wind project development become scarcer, future projects are expected to increasingly traverse marine protected areas (e.g., Natura2000) and compete with complementary marine uses (e.g., fishing). Moreover, as the European offshore wind ecosystem matures, rising legal, regulatory, financing, and logistical constraints add to the prospection complexity at play. The present paper, which expands upon the work carried out in the WinDTwin “Towards a digital twin for forecasting of power production to wind energy demand” Horizon Europe project, seeks to respond to these intricate challenges for the specific case studies of Portugal, the United Kingdom, and Germany. Specifically, this paper leverages successive interview rounds with multiple stakeholders holding direct industry experience in diverse offshore wind subsectors, alongside extensive analysis and sourcing of publicly accessible commercial and academic information, to screen offshore wind project prospection requirements and subsequently develop an open-source, fit-for-purpose geographic information system tool for offshore wind project prospection.
