PO135: When the Wind Changes: Climate Risks and Opportunities for Onshore and Offshore Wind Energy

Markel Penalba, Head of Offshore Technologies and Aerodynamics, Mondragon University

Abstract

Climate change is expected to reshape global and regional wind patterns, raising critical questions for the future of wind energy. This study evaluates the projected impacts on both onshore and offshore resources, focusing on mean production, fatigue loads, extreme wind events, and economic performance. Using climate model projections combined with wind energy system simulations, we analyze changes in wind speed distributions, turbulence characteristics, and extreme gusts under multiple climate scenarios. Results suggest that while some regions may experience modest increases in wind energy potential, many others face reductions in long-term power output and heightened uncertainty. Offshore sites generally show greater resilience in mean production, but are more exposed to extreme events and higher fatigue loading. Onshore regions demonstrate higher sensitivity to long-term shifts in resource availability, with direct implications for asset lifetimes and levelized cost of energy. By linking physical climate impacts to technical and economic outcomes, this work underscores the importance of integrating climate projections into wind farm design, operation, and investment decisions. The analysis highlights both risks and opportunities for developers and policymakers, pointing to strategies that can safeguard energy security, reduce costs, and enhance resilience in a changing climate
