PO060: NON-PRICE CRITERIA IN OFFSHORE WIND AUCTIONS: HOW TO STRIKE THE BALANCE

Abstract
From December 2025, EU countries must include non-price criteria in at least 30% of renewable energy auctions, a shift that will significantly impact offshore wind. This article explores how governments can balance price and non-price objectives—like sustainability and resilience—without undermining competition or driving up costs. Drawing on recent auction data, we highlight key trade-offs and outline four design principles to guide effective implementation.
