Environmental and Infrastructure Permitting Director, Red Eléctrica de España
Luis Velasco is a Superior Industrial Engineer from ICAI (Pontifical University of Comillas; Madrid). Her professional activity has been fully developed in Red Eléctrica since 1993.
He began his activities in 1993 in the area of Research and Development, and carried on in different units of Red Eléctrica. In 2004 he moved to Peru as the Administration and Finance Manager of REDESUR, supporting the development of the international business of Red Eléctrica. In 2012 he was designated as Country Manager of Red Eléctrica in Perú, and participated actively in the business development and new projects in Peru. He was then designated as International Business Manager in 2015, and continued with the expansion of the international business in Chile and Brasil.
In 2017, he was named the Transmission Services Manager, returning to the headquarters of Red Eléctrica de España in Madrid. In the lead of this unit, he was responsible for the transmission management, the permitting of the investment projects processing, the connections and contracts management with power companies and the support for diversification.
Since August 2019, he is the Environment and Infrastructure Permitting Manager. From this area, he promotes and aligns the relationship with substantive and environmental governing areas to help the projects implantation and their social acceptance, as well as the renewable generation connections to respond to the challenges set out by the National Integrated Energy and Climate Plan, and the support for international diversification projects.
Since 2004, he has been a member of the Red Eléctrica Internacional subsidiaries Boards, in Chile, Perú and in Brazil, too. As well, during the time spent in Peru and Chile, he represented Red Eléctrica in different institutions and business associations, being President of the COES (Peruvian System Operator) in 2008, Chairman of the Andean Committee of Cigré , member of the Steering Committee of SNMPE (National Mining, Petroleum and Energy Society of Peru) and President of the Spanish Chamber of Commerce in Peru between 2016 and 2017.
He completed several postgraduate programs in electricity economics and electricity regulation, having developed a PDD (Management Development Program) at IESE.
