Overall supportive policies for renewables across Europe in the past two decades have contributed to build the world-leading European wind industry. But changing political and economic priorities in the last few years have shaken regulatory frameworks for wind in many core European markets. Growth today is either stagnating, or concentrated in a limited number of countries. The Clean Energy Package is the new European renewables legislation by 2030. It aims to revive our home markets and to reaffirm the European global leadership in renewables in the face of tougher international competition. The Package proposes adaptations of the EU market design to variable renewable generation, long-term planning of renewable deployment volumes per country and incentives for new business models such as corporate renewable energy power purchase agreements (PPAs). But it is not set in stone yet. European institutions and EU-28 Member States are debating the details and expected to reach a final deal in 2018. This conference session will take stock of the ongoing political discussions and the key (controversial) provisions in the legislation that could make or break the EU’s renewable energy success story in the next decade.
