PO477: Strategic Port Planning for Offshore Wind: Managing Conflicting Demands with Predictive Modelling

Abstract

The UK and EU have set ambitious targets for offshore wind power generation, triggering a wave of new project developments across the region. As these multiyear projects begin to build out their supply chains, access to port infrastructure becomes critical for timely delivery. To spread the risk and enhance resilience, project developers are increasingly seeking access to multiple ports as a risk mitigation strategy.  Ports, however, are being approached simultaneously by several projects with overlapping and often conflicting demands. With limited infrastructure, they face a complex challenge during contract negotiations—ensuring that commitments made are both realistic and achievable. This complexity is further exacerbated by uncertainties such as adverse weather, vessel delays, and equipment failures, all of which create cascading effects and make planning inherently dynamic. To address this, we recently used Witness—our predictive simulation technology—to support a major port in evaluating operational scenarios. The simulation helped identify a balanced solution that enabled multiple projects to be accommodated within the site, while accounting for variability and uncertainty.
