PO400: Missing production: Lack of wind resource or stops imposed by negative prices? Overview of recent years in France

Abstract

In the context of increasing episodes of negative spot prices in France, wind farms have experienced quite significant stops over recent periods. Although financial compensations are received by wind farm owners, to what extend did these compensations cover production losses due to these stops? Moreover, this phenomenon occurs during a period when wind resource is experiencing exceptional variations - from very high wind levels to exceptionally low wind levels since the beginning of the year - making it challenging to assess the true production capacity of the assets.  Thus, the present work aims to clarify the respective roles of the wind resource variation and the stops due to negative prices in the production shortfall experienced by the wind farms over the main locations of wind farm development on the French territory. The two reasons being today the main causes of production variation common to all operating wind farms.
