PO388: Deployment of floating offshore wind farms off the Irish coast: where should we begin?

Abstract

The Irish coastline extends over 7,000 km, and the area of Irish waters exceeds 427,000 km², which is approximately seven times larger than the landmass of Ireland. The country has set ambitious goals to deploy 20 GW of floating offshore wind farms (FOWFs) by 2040 and a minimum of 37 GW by 2050 within Ireland's Exclusive Economic Zone (EEZ). The combination of this vast area and exceptional wind conditions offers tremendous potential, as well as significant risks associated with adverse wind and sea conditions. This study addresses the fundamental question: where should the development of FOWFs along the Irish coast commence? To identify the optimal location for FOWF development, over 40 exclusion criteria were established and applied. This process enabled the delineation of the Area of Interest (AOI), indicating where legal and technical conditions render the deployment of FOWF feasible. Subsequently, evaluation criteria based on wind and marine conditions, alongside factors drawn from IEC site compliance assessments, were employed to identify the most favourable deployment areas within the AOI. As a result, a map was created that highlights the areas within the AOI deemed most suitable for development. This entire process was designed with a focus on potential commercial applications, adhering to industry standards and best practices while ensuring compliance with legislation and risk mitigation throughout the project lifecycle. This effort is part of a larger PhD research project dedicated to the multi-criteria site selection and evaluation of Irish waters as prospective sites for hosting FOWFs.
