PO359: WIND ENERGY COOPERATION BETWEEN EUROPE AND THE GLOBAL SOUTH: THE CASE OF COP30

Abstract

Wind energy plays a central role in the decarbonisation process and in achieving global emission reduction targets. In this context, COP30 (Conference of the Parties 30), to be held in Brazil in 2025, represents a strategic milestone for reinforcing international cooperation and repositioning the Global South as a central actor in the energy transition. Emerging economies such as Brazil, India, and South Africa offer vast onshore and offshore wind potential, yet face challenges primarily associated with high financial risks, regulatory frameworks still under development, and limitations in electricity and logistics infrastructure. Meanwhile, Europe is striving to diversify its supply chains, expand market access, and consolidate its technological leadership. Against this backdrop, the guiding research question emerges: in what ways can COP30 reposition the Global South as a key player in the energy transition, and what opportunities for technological and commercial cooperation might arise for Europe? Accordingly, this study seeks to identify trends, challenges, and opportunities for collaboration in wind energy between Europe and the Global South in the context of COP30. The research was undertaken in three stages: (i) an exploratory literature review and analysis of technical reports, official statements, and media coverage on energy transition policies, climate justice, and climate finance; (ii) triangulation of the collected information; and (iii) identification of emerging patterns of technological and commercial cooperation, outlining the key challenges and opportunities. The findings indicate that COP30 constitutes a catalyst for promoting strategic partnerships in supply chains, workforce training, research and development centres, and access to international funds, building on European best practices. Enhanced cooperation between Europe and the Global South has the potential to accelerate the deployment of wind energy, create skilled employment, foster regional development, and diversify global supply chains, thereby cultivating an environment that supports innovation, competitiveness, sustainability, and climate justice.
