PO340: Using bird sensitivity maps to guide low-impact wind farm siting across Europe

Abstract
To deliver Europe’s climate targets while minimising harm to biodiversity, the siting of wind farms must be informed by robust ecological data. Bird sensitivity maps are well-established and critical tools in this effort. These spatial tools identify areas where wind energy projects are likely to pose high collision or displacement risks to sensitive species, helping planners and developers to avoid the most ecologically sensitive sites from the outset, as indicated by the first step of the mitigation hierarchy (avoidance). Bird sensitivity maps are relevant for planners, developers, permitting authorities, governments and environmental experts seeking to improve the predictability and sustainability of wind farm development. Sensitivity maps should be used from the outset in spatial planning, in selecting auction sites, in site screening for developers and many other areas, not only in permitting and regulator decisions. The report gathers all available bird sensitivity maps in all EU Member States, describing 14 maps for offshore wind, and 19 maps for onshore wind.
