PO215: Underwater sound in offshore wind: a contractor’s perspective on management and mitigation

Abstract
Underwater noise in offshore wind is often framed in terms of ecological thresholds and regulatory limits. For contractors, however, underwater sound is more than a compliance metric: it represents an environmental duty, an operational challenge, and a factor that can shape project feasibility. Understanding sound from a contractor’s perspective means looking not only at regulations, but also at how requirements translate into offshore reality. A key dimension is the diversity of international frameworks. While many countries have established strict quantitative limits, the details vary significantly: thresholds may apply to different metrics, at different ranges, or in combination with procedural safeguards such as marine mammal monitoring or seasonal restrictions. As a result, each project or tender demands a tailored approach. This requires contractors to adapt their planning influences the selection of installation methodology, pile installation equipment and noise mitigation systems to align with specific local expectations. What works efficiently in one jurisdiction may prove impractical in another, even though the ultimate goal – protecting the marine environment – remains the same. In this presentation, we will share how underwater sound is perceived from a contractor’s point of view, offering insights into the intersection of ecological goals, regulatory frameworks, and offshore construction realities. Our aim is to contribute to a dialogue that acknowledges both the importance of protecting the marine environment and the complexities faced in delivering offshore wind projects.
