PO126: Wind measurement: an update on the IEC 61400-50 series of standards

Abstract

Wind measurement is governed by normative guidance provided by the IEC 61400-50 series of standards. This is necessary to ensure a high and consistent quality of wind measurement that supports confidence in energy assessments based on them, and that these assessments are inter-comparable and amenable to review and consistent interpretation with respect to the underlying wind measurements. IEC 61400-50-1 (met masts), 50-2 (ground based remote sensing), 50-3 (nacelle mounted lidars) and 50-4 (floating lidar systems) are currently being reviewed and revised. This presentation will provide an update on the status of the standards and the most recent developments in codifying industry practices. This includes progress in achieving guidance for all wind measurement technologies that is current, correct, complete and consistent. As the IEC 61400-50 series has grown to include a variety of measurement technologies, the challenge of developing a consistent and harmonised treatment of all technologies has emerged. This ensures that when two different technologies are used to measure the same wind conditions in accordance with the guidance, any differences in the measurement outcome should reflect genuine differences in the performance of the equipment and not inconsistencies in the guidance for operating it. Standardisation entails the codification of established procedures and does not allow for innovation. Therefore, a technical report is being prepared in addition to the revised standards to explore the development of a common unified framework that supports a consistent treatment of the various wind measurement technologies now available. This will make reference to the Joint Committee for Guides in Metrology (JCGM) Guide to the Expression of Uncertainty in Measurement (GUM) Part 6 which considers the development of measurement models. In addition, a common object-oriented model of wind conditions will be considered. It is hoped that this presentation will stimulate further discussion of these ideas.
