PO086: Cheap Power, Costly Barriers: Why Isn’t UK Onshore Wind Flying?

Abstract

What are the key barriers preventing the UK from realising its onshore wind potential, and how can they be overcome to meet Clean Power 2030 goals? Onshore wind is one of the UK’s cheapest and fastest-to-build renewable technologies, yet project development has been constrained by planning restrictions, grid delays, and volatile network charging. To understand which policy actions can most effectively unlock capacity, Baringa undertook independent analysis of the constraints facing the sector, their impacts, and the implications of different interventions. The study examined a range of potential enablers, including: * Reform of planning and airspace restrictions, which remain decisive in determining the volume of projects eligible to participate in CfD rounds before 2030. * Policy certainty in areas such as transmission charging, where volatility directly affects investor confidence and financing costs. * Targeted reforms to the CfD scheme itself, including mechanisms such as minima to ensure onshore wind retains competitiveness in the auction process. * Complementary measures to strengthen supply chains, financing structures, and community engagement. Our analysis highlights that while many changes are helpful, only a small number of actions materially shift deployment outcomes at scale. Planning reform and CfD intervention are the most powerful levers, with transmission charging stability a key condition for unlocking investment. The next few years will be decisive: most of the project pipeline will need to be delivered to meet 2030 targets. Strong and timely policy action is therefore essential to sustain investor confidence and ensure onshore wind delivers its potential contribution to decarbonisation and energy security.
