PO085: Proactive Strategies for Managing Potential Disruptions in the Offshore Wind Industry: Enhancing Planning and Response

Theresa Berkovich, Global Offshore Wind Community of Practice Advisor, Arcadis

Abstract

The offshore wind industry, a cornerstone of renewable energy expansion, faces increasing challenges, including inflation, supply chain turbulence, infrastructure failures, political uncertainties, and community relations. As the proliferation of offshore wind infrastructure grows, the risk of catastrophic events naturally increases, mirroring challenges faced across energy sectors. Such events can have significant impacts on ongoing site operations. To foster sustainable growth, the industry must shift from reactive responses to disruptions towards proactive strategies that mitigate risks and capitalize on opportunities. One such area is planning for potential structural-related incidents. While industry planning documents mandated by regional authorities provide baseline requirements, these may not fully prepare stakeholders for unexpected incidents. The industry has the responsibility to meet, and the opportunity to exceed, these requirements by proactively addressing gaps and implementing more robust planning strategies that enhance current industry standards and address the nuanced challenges of offshore wind operations. Effective modeling and response planning documents are essential components of this enhancement, providing a framework for anticipating and mitigating the impacts of unforeseen events. Traditional material transport models, often adapted from other sectors, rarely account for how materials like foam, fiberglass, and metals behave in marine environments. These models can overlook critical factors, which can impact the effectiveness of incident response and planning strategies. Furthermore, existing planning and incident response documents may not fully integrate these complexities, leaving gaps in preparedness and risk management. By refining these processes, the industry can better manage environmental, community, and financial impacts, reducing risks and improving efficiency. This poster presents offshore wind-specific planning and modeling solutions, highlighting the value of tailored approaches for effective response, cost savings, and risk management. Adopting these strategies helps stakeholders navigate disruptions and advance renewable energy goals while protecting ecosystems and coastal communities.
