Head of Ireland Offshore Wind Development , Electricity Supply Board (ESB)
Biography
Seán Kirwan is Head of Ireland Offshore Wind Development at ESB. With over 25 years’ experience across the energy sector, spanning power plant operations, major project delivery, engineering leadership, and energy markets. He currently leads ESB’s offshore wind development activities in Ireland for the company, with a particular focus on delivery within the State’s DMAP-led, planner-driven offshore wind framework, including the recent successful Tonn Nua project (900MW) auction with ESB’s partner Orsted. In his role, Seán is responsible for shaping development strategies that align with Ireland’s evolving marine planning, consenting, and regulatory regimes, while ensuring projects are technically robust, commercially viable, and executable at scale. His work supports ESB’s 2040 Net Zero Strategy, with a strong emphasis on early-stage risk reduction, supply-chain readiness, grid integration, and HSEQ performance. Previous to his current role, Seán was Senior Project Manager for the Inch Cape Offshore Wind Farm in Scotland, where he led a large-scale project through critical early development, project team establishment, consenting, procurement/contracting, and pre-construction milestones.Panel discussion
