Biography

Giulia Licocci is a policy and regulatory affairs professional at Ocean Winds (OW), international offshore wind company, and joint venture between EDPR and ENGIE. At OW, she specializes in EU and national auction design, electricity market regulation, and offshore wind deployment. She has held several positions within OW, in the UK at first and currently working across European and international markets, with a global perspective on offshore wind development. Giulia works at the interface of policy, regulation, and project economics, supporting the development, delivery, and financing of large-scale offshore wind projects. Her work focuses on enabling robust regulatory frameworks that facilitate investment and long-term market stability in the offshore wind sector. Prior to joining OW, Giulia collaborated with the European Network of Marine Stations, where she contributed to the establishment of the World Association of Marine Stations (WAMS). She played a key role in securing international recognition for WAMS as a UNESCO programme. Giulia holds a Bachelor of Science in International Relations from the University of Plymouth and a Master of Laws (LL.M.) in International Environmental and Climate Change Law from the University of Edinburgh.
