Ando Leppiman has a master´s degree in engineering sciences from Tallinn University of Technology. He has furthered his knowledge about energy in the University of Applied Sciences in Germany. He started working in his specialty as an assistant at the Institute of Thermal Engineering in Tallinn University of Technology, working as a consultant in the Estonian Wind Power Association at the same time. He started working in the Ministry of Economic Affairs and Communications in 2002 as an Executive Officer of the Energy Department. In 2007–2011, Ando Leppiman worked at Eesti Energia AS as a Director of Renewable Energy. Since 2011 he has been working at Ministry of Economic Affairs and Communications again as Deputy Secretary General of Energy and Constructions.
