PO209: Drivers for the development of a port to support offshore wind energy

Abstract
The implementation of Offshore Wind Farms (OWFs) in emerging markets underscores the need to upgrade existing port infrastructure and establish new ports. The success of port projects and the effective performance of their development are influenced by a set of key drivers, such as strategic objectives, demand, and costs considerations. Therefore, the objective of this research is to identify a set of drivers that enhance port-industry performance during the design and operational phases, while also aligning with the principles of green port and smart port, to support offshore wind energy. The research methodology included 5 phases: i) a comprehensive review of the state of the art in port development and performance metrics, conducted through theoretical research of scientific articles and technical reports; ii) documentary analysis of port development projects and port master plans; iii) case studies of regions with studies for the development of port infrastructure to support offshore wind energy (New York; New Jersey; and Scotland); iv) a focus group; and v) a survey conducted with experts in port infrastructure and offshore wind energy. The focus group facilitated the identification of additional drivers beyond those identified in the earlier phases (literature review, document analysis and case studies). Based on the survey, which involved five subject-matter experts, the level of consensus regarding the relevance of each driver was assessed. Ultimately, the research proposes a framework comprising 33 general drivers, intended to serve multiple objectives, and 9 specific drivers focused on ensuring the quality and efficiency of offshore wind energy projects.
