PO196: Navigating O&M Logistics: Opportunities and Challenges for Offshore Wind Developers in Emerging Markets

Abstract
In emerging offshore wind markets such as the United States (US) and Asia-Pacific (APAC), Operations and Maintenance (O&M) logistics are undergoing a critical shift. Wind Turbine Generator (WTG) Original Equipment Manufacturers (OEMs) are no longer providing O&M vessels and logistics services due to strict local regulations, higher risks, and limited vessel availability. This leaves offshore wind developers with the responsibility to self-procure and manage the necessary logistics, including vessels and helicopters. This transition raises several key challenges and opportunities, particularly concerning contractual, commercial, technical, and operational aspects. This presentation will explore the primary risks that developers face, such as long lead time for vessel procurement, limited vessels availability, increased operational costs, and regulatory compliance. It will also address the complexities of managing logistics interfaces with WTG OEMs, who will rely on these vessels and helicopters to transport and accommodate their personnel. By analyzing market trends and drawing from real-world case studies, this presentation will offer best practice guide for developers to mitigate risks, streamline logistics operations, and capitalize on the opportunities presented by this shift in provision of O&M logistics.
