PO171: Constraint optimizer for wind power plant operation center

Abstract
This work presents the Automa Constraint Optimizer applied at a Brazilian wind farm through a SCADA system, aiming to meet the generation constraints imposed by the Brazilian National Electric System Operator (ONS). The solution is developed on the Elipse SCADA platform, with the goal of reducing energy losses, optimizing resource utilization, and providing agility and reliability in following generation limits with fewer operator actions. With the increasing inclusion of wind and solar generation in the Brazilian energy matrix, it is increasingly common for the National System Operator (ONS) to impose generation curtailment. These cuts are necessary at times when generation exceeds electricity consumption, due to transmission line flow limitation or transmission line unavailability. This can bring an unbalanced condition to the National Interconnected System (SIN) and may cause voltage and frequency oscillations in the network. During the curtailment period, the main objective is to keep the generation stabilized as close as possible to the imposed limit. The ONS calls for a limitation on specific connection points in the network. At one connection point several sub parks of a wind farm can be connected, and coordinating the limitation in these various sub parks to meet the total limitation required is a challenging task for several reasons. The resource variation during the curtailment represents a challenge to the power control. Also, each sub park has different wind resource availability. The goal is controlling the generation under the imposed limit but making the most of available resources considering its constant variation between the sub parks. The tool presented is the Constraint Optimizer developed by the company Automa. The objective is to offer agile, efficient, and reliable active power control in periods of generation restriction, in order to limit and maintain generation as close as possible to the limit imposed by the ONS.
