PO063: Modeling local public participation as an integral part of multi-criteria wind farm optimization using MAUT

Abstract
This study introduces a novel approach to integrate public participation in wind farm planning and thereby improve procedural fairness. Initially, a comprehensive literature review and two surveys were conducted to identify key aspects influencing acceptance through public involvement. These findings were then translated into a MAUT model (Multi-Attribute Utility Theory), which systematically evaluates various influencing factors. Subsequently, the MAUT framework was implemented in the MATLAB-based wind farm optimization environment WIFO to identify the optimal amount and format of public participation based on utility value and the associated costs for project development for an exemplary use case in the German federate state of North-Rhine Westphalia. The introduced methodology is intended to make the abstract topic of public participation tangible and allow for its integration into numerical wind farm design optimization. Case studies, parameter variations, and sensitivity analyses are performed and will be shown within this presentation.
