PO061: Wind power deployment and community benefits in our "backyards" - the role of perceptions and expectations - empirical analysis and case studies

Abstract

Community benefits from wind power developments are meant to play a key role in achieving the social license to build and operate wind farms. Community benefit sharing mechanisms in renewable energy projects can be shaped by different factors. Our investigation provides an overview of how the public preferences for the most common community benefit sharing mechanism can be shaped by public perceptions and expectations through an empirical investigation in selected countries in Europe. Our investigation complements an empirical multi-country analysis with specific cases of benefit sharing mechanisms in onshore wind projects. The empirical analysis is based on an opinion survey containing more than 8 000 interviews from four European countries undertaken in July 2024. First, the paper shows how public preferences for different benefit sharing mechanism vary across different levels of social acceptance and according to public perceptions on climate change in the selected countries. Second, the empirical investigation is complemented with short case studies illustrating how key industry actors promote different community benefit schemes to accommodate community perceptions and expectations. The results of this investigation allow us to better understand the role of public perceptions and expectations when shaping community benefits schemes aiming to promote the social license to deploy renewable energy projects.
