PO055: Citizens participation in offshore wind: an overview of offshore wind energy communities in Europe

Abstract
This paper presents an overview of citizen participation in offshore wind projects across Europe. We analyze nine pioneering cases, each having different levels of citizen engagement along three dimensions: financial participation by citizens, citizens' community programs, and direct power offtake by citizens. Our findings reveal that these projects differ significantly in the extent of citizen involvement, ranging from minimal indirect investment without local participation or citizen consumption to direct citizen ownership and consumption of the generated electricity. As Europe actively promotes citizen participation and renewable energy communities to enhance public support for renewable investments, the lessons learned from this study provide valuable guidance for policymakers and renewable energy communities aiming to develop citizen participation in offshore wind initiatives.
