From Policy to Practice: Embedding Circularity Across the Wind Farm Lifecycle in the Offshore Wind Project

Abstract

"End of life performance of wind farm is largely determined long before decommissioning takes place. In that sense, governmental requirements and early project decisions play a decisive role in shaping future options for lifetime extension, repowering, and responsible decommissioning. This case study presents how circularity commitments arising from Dutch offshore wind tender requirements have been operationalised in the offshore wind project as an integrated way of working across the full asset lifecycle. While the project is still under development and far from its end of life phase, many of the decisions that will define future circularity outcomes are already taken. The presentation focuses on how regulatory drivers translated into concrete actions in design assumptions, procurement processes, supplier engagement, and documentation practices, all with explicit consideration of circularity strategies. Rather than treating circularity as a stand alone decommissioning topic, the project applies a lifecycle perspective in which material use, traceability, data availability, and uncertainty management are embedded in standard project governance. The case study highlights how circularity requirements influence internal decision making, cross disciplinary collaboration, and risk management, despite long time horizons and evolving recycling markets. By sharing practical lessons learned from the development phase, this presentation offers insights into how policy driven circularity commitments can enable more robust circular strategies for offshore wind projects across Europe. "
